Crime, ordem e violência em São Paulo: a percepção do nível de violência urbana no município de Assis

A violência é um fenômeno presente em toda a história humana. Ao longo dos séculos as guerras e a violência foram o tom dos acontecimentos. Apesar da constatação, a violência não pode ser classificada como animalesca nem mesmo instintiva, pois pertence ao âmbito do político. Já no século XX o Brasil permaneceu por vários anos sob regimes de ditadura. A última, e mais longa, foi a ditadura militar que marcou profundamente a sociedade brasileira, por usar o expediente da violência e da tortura sob a justificativa da “ameaça nacional”. O Estado, naquele período, armou as forças de segurança pública com seus agentes e idéias, as mesma figuras permaneceram na segurança mesmo após a abertura política, em 1985. Assim o principal método de investigação da polícia permaneceu sendo a violência, com forte apoio popular. Com o aumento dos índices de criminalidade no início da implantação da democracia a população reclamou às autoridades medidas enérgicas de repressão à criminalidade. A partir da eleição de Franco Montoro, em 1983, o governo paulista alternou políticas mais repressivas com políticas mais humanitárias. A área da segurança parece ser a que teve menos sucesso na transição, por estar imersa em alarmantes níveis de corrupção e afeita à práticas de desrespeito aos direitos humanos. No interior de São Paulo as políticas de segurança, em especial aquelas sobre a política penitenciária teve importante impacto na organização das cidades, com a chegada dos presídios. Dessa forma a violência, que antes habitava um nível imaginário, visto apenas a partir da mídia, torna-se presente com o presídio, e em seguida real com as rebeliões e os ataques...

The violence is a present phenomenon in all history human being. Throughout the centuries the wars and the violence had been the tone of the events. Although that afirmation, the violence cannot be classified as animal, not even instinctive, therefore it belongs to the scope of the politician. No longer century XX Brazil remained per some years under regimes of dictatorship. Last, and the longest one, was the military dictatorship that marked the Brazilian society deeply, for using the violence and the torture under the justification of the “national threat”. The State, in that period, seted the forces of public security with its agents and ideas, same the figures had exactly remained in the security after the opening politics to democracy, in 1985. Thus the main method of inquiry of the policy remained being the violence, with strong popular support. With the increase of the indices of crime at the beginning of the implantation of the democracy the population complained to the measured authorities energetic of repression to crime. From election of Franco Montoro, in 1983, the São Paulo government alternated more repressive politics with more humanitarian politics. The area of the security seems to be the one that had little success in the transition, for being immersed in alarming levels of corruption and use practical ones of disrespect to the human rights.
