Turismo social e terceira idade:desafios emergentes

Este estudo tem por objetivo realçar e discutir dois temas de relevância atual: o turismo social e a terceira idade. O turismo social consiste em um esforço conjunto da Sociedade e do Estado em promover a universalização e a humanização da prática turística incorporando nesta atividade grupos socialmente e/ou economicamente desfavorecidos tais como os trabalhadores, os deficientes, os jovens e os idosos. Estes últimos, face ao processo de envelhecimento da população mundial ora em curso, têm assim justificada a necessidade de inclusão de suas demandas, entre as quais o direito ao lazer, no rol das políticas sociais formulado quer no âmbito estatal, quer no conjunto de ações que venha a ser adotado a nível da sociedade civil organizada. A questão da terceira idade é analisada a partir de uma pesquisa histórica que descreve a evolução do tratamento dispensado aos idosos pelas diversas sociedades, ao longo do tempo. Esta trajetória investigativa culmina com a explanação da situação atual do velho no mundo e mais especificamente no Brasil. O turismo social é abordado através da formulação de conceitos, da sua confrontação com os valores que norteiam o chamado turismo tradicional e da apresentação de experiências já postas em prática. É destacado o papel precípuo do Bureau Intemational du Tourisme Social - BITS na divulgação e no fomento desta atividade pelo mundo. Na última parte do trabalho, é feita a correlação entre os dois temas, quando então é demonstrada a importante contribuição que o lazer e o turismo social em particular têm a oferecer à população idosa como exercício completo de participação, com resultados positivos no desenvolvimento físico e mental de um estrato etário ao mesmo tempo carente e ansioso por possibilidades de integração social.

This work aims at emphasizing and discussing two present and relevant topics: social tourism and the third age. Social tourism consists of a mutual effort between the Society and the State in promoting the universalization as well as humanization of the tourism practice. This activity seeks to incorporate groups that are sociaIly and/or economically unlàvoured such as workers, disabled, young and elderly people. The current fast increase number of old people in the world justifies the great need to include their demands, such as the right to leisure, in the list of social politics elaborated both in the State scope and in the compound of actions that may be assumed by the organized civil society. The problem of the third age is analized from a historical research which describes the evolution of the treatment bestowed to old people by several societies for a long time in the past. This investigation reaches its peak with the explanation of the present situation of elderly people in the world, particularly in Brazil. Social tourism is tackled through the formulation of concepts, through its confrontation with the values that has direct the so-called traditional tourism, and through the presentation of experiences already practised. It is stressed the important role of the Bureau Intemational du Tourisme Social - BITS in the divulging and development of this activity alI over the world. In the last part of this work, it is made the correlation betwecn the two topics. Then, it is demonstrated the important contribution that leisure and social tourism have to offer the elderly population as an integrated exercise 01' participation, with positive results in the physical and mental development in this specific group which is at the same time in great need of attention and eager to be able to participate in the social context.

Le but de cette étude est discuter et mettre en relief deux themes actuellement remarquables: le tourisme social et le troisieme âge. Le tourisme social consiste dans l'effort conjoint de la société et de l'État pour encourager l'universalisation et l'humanisation de la pratique touristique par l'incorporation de groupes dont la situation est moins favorable: ouvriers, déticients, jeunes et personnes âgées. Considérant le proces de vieillissement de la population mondiale, ce segment de la société a le droit d'inclure le loisir au nombre de ses demandes dans la formulation des politiques sociales de l'État bien comme de faire part des actions adoptées par la société civile organisée. Le probleme du troisieme âge est ensuite analysé à la lumiere d'une recherche historique qui décrit l'evolution du tmitement voué aux plus vieux parmi les différentes cultures au long du temps. Cette investigation tinit avec une description de la situation actuelle des personnes âgées dans le monde et surtout au Brésil. On aborde les diverses conceptions du tourisme social et l'on fait la comparation avec le tourisme traditionnel. On rehausse le rôle du Bureau International du Tourisme Social - BITS dans le développement et la divulgation de cette activité dans le monde. Dans la derniere part de cet ouvrage, on fait la corrélation entre les deux themes, montrant la contribution importante que le loisir et particulierment le tourisme social peuvent offrir aux personnes âgées, avec des resultats positifs pour le bien-être physique et mental de ce groupe qui a tellement besoin d'attention et qui est anxieux pour participer activement de son intégration sociale.
