A política agrícola comum (PAC) e o comércio internacional - estudo econométrico do efeito da PAC sobre as exportações agrícolas portuguesas para a União Europeia (1975-2012)

A presente dissertação centra-se na temática da Política Agrícola Comum (PAC) e na sua influência sobre as exportações portuguesas de bens agrícolas com destino à União Europeia. Com a implementação da Política Agrícola Comum em Portugal, a agricultura passou a regular-se pelas regras e disciplinas aí estabelecidas, ficando a sua evolução condicionada à evolução da própria PAC. Assim, pretende-se numa primeira fase compreender a evolução da PAC, contextualizando as decisões tomadas, no quadro do próprio processo de integração e de alargamento da União Europeia (UE) e no âmbito do comércio internacional. Partindo de um estudo econométrico procura-se, em seguida, captar o efeito das modificações da envolvente económico-legal, designadamente das políticas e das medidas implementadas pela UE no âmbito da PAC, na evolução das exportações portuguesas de bens agrícolas com destino à UE, no período entre 1975 e 2012. Os resultados da investigação evidenciam uma relação significativa entre a evolução das exportações, no período em análise, e as variáveis económicas consideradas no estudo: confirma-se a influência positiva do aumento da procura desses bens pelo mercado comunitário, e do crescimento do produto interno bruto (PIB) português; e a influência negativa do aumento das taxas de câmbio reais efetivas de Portugal e do aumento dos custos de produção. A introdução de variáveis dummy nos modelos estimados permite, ainda, confirmar o efeito positivo da aplicação da PAC em Portugal, a partir de 1986, nas exportações de bens agrícolas para a UE, embora não revele resultados estatisticamente significativos ou conclusivos no que se refere às alterações do seu quadro normativo, que ao longo de cinco décadas alteraram as regras e os instrumentos de aplicação da Política Agrícola Comum.

The present dissertation focuses on the topic of the Common Agricultural Policy (CAP), and its influence on Portuguese exports of agricultural produce into the European Union (EU). With the application of this policy in Portugal, agriculture was forced to follow the regulations established by the EU and, hence, its development became dependent on the evolution of the CAP. The first aim is to understand how the CAP has developed, contextualizing decisions taken within the framework of the process of integration and the enlargement of the EU as well as in international trade. Using an econometric study, we investigate how the policies and measures implemented in the context of the CAP, in particular those of an economic and legal nature, have had an impact on the evolution of the export of Portuguese agricultural products to the EU, during the period from 1975 to 2012. The results of our work show evidence for a significant relation between the progress of the Portuguese exports in the period under study and the economic variables considered: they confirm the existence of a positive influence of both the increase in demand for these products by the European market and the growth of the Portuguese gross domestic product (GDP); and a negative influence of both the increase in real effective Portuguese exchange rates and of the increase in production costs. Moreover, the introduction of dummy variables into the models allows us to confirm the positive effect of the adoption of the CAP by Portugal, since1986, on exports of Portuguese agricultural products to the European Union. However, at the same time, no statistically meaningful or conclusive results have been found concerning the impact of changes in the CAP’s legislative framework, whose rules and application instruments have been subject to changes over the last five decades.
