Que futuro nestas ruas cheias de memórias? : a identidade histórica do espaço urbano no crescimento europeu 2020 : o caso de estudo da vila de Sesimbra

“Se um homem não sabe a que porto se dirige, nenhum vento lhe será favorável”. Enunciada por Séneca no século I, esta reflexão mantém na atualidade toda a sua profundidade na assunção do cidadão a domínios fundamentais e a qualidades singulares, do saber pensar ao saber fazer, tomar decisões e lidar com a mudança, possuir aptidão de trabalho, ser autodidata e criativo, mas também, ser crítico. Esta diegese é fundamental na leitura que se compõe quanto à relação das cidades contemporâneas com o seu legado patrimonial, perpetua dialética do passado com o futuro mediada entre a existência cultural e o programa construído, num mesmo momento em que é delineado, na estratégia política da Europa Comunitária, o futuro das cidades europeias, centros de crescimento inteligente, sustentável e inclusivo, onde a cultura e o património são aspetos dessa audaciosa visão cosmopolita. O presente estudo pretende contribuir para este momento, patenteado na dialética da cividade enquanto génese histórica da vindoura Europa 2020, através da abordagem a um caso de estudo de pequena escala, uma urbe, de entre tantas que pontuam o território europeu, a vila de Sesimbra, exemplo da identidade que o património urbano carreia, seja na tipologia de edifícios seja de atores participantes nas dinâmicas quotidianas. Tradicional póvoa de feição atlântica, em Sesimbra, a vivência da comunidade tem ditado a evolução urbana ao longo dos séculos, pautada nas últimas décadas por um maior reconhecimento quanto ao seu património, embora confrontado com a dificuldade em assegurar a preservação dessa originalidade perante o crescendo turístico, lato desprendimento em assimilar o que se assume novo e proveitoso. A relação pende entre o espaço urbano e a comunidade, entre a missão e a utilização urbana, permanente dos residentes e ocasional dos visitantes, notas que se dedilham nas pautas do futuro. Esta dinâmica é agora revista à luz dos novos paradigmas de valorização do legado cultural, validados na clareza da interpretação do núcleo histórico urbano e do entendimento quanto à sua gestão. Aspira-se a um carater mais humanizado, centrado na identidade local e na propagação dos seus valores materiais e ativos imateriais, bases de proporcional benefício de capacitação como de contributos justificados para a sustentabilidade da ambiência histórica urbana.

“If a man does not know to which port heads, no wind is favorable to him”. Enunciated by Seneca in the first century, this reflection keeps today all its depth in the assumption of the citizen to fundamental domains and unique qualities, from the awareness how to learn up to how to think, take decisions and cope with the change, own ability to work, be self-taught and be creative, but also known to be critical. This portrayal is essential regarding the lecture fond in the relationship of contemporary cities with their heritage legacy, perpetual dialectic of the past with the future mediated between cultural existence and the edification program, at the same time when are outlined, in the policy strategy of the European Community, the future of European cities, centers for smart, sustainable and inclusive growth, in which the Culture and the Heritage are aspects of this audacious cosmopolitan vision. The present study aims to contribute to this to this moment, patented in the dialectic of the city as a historical genesis of what will be Europe 2020, through the approach to a case study of small scale, a city from so many that constitute the European territory, the Sesimbra village, example of the identity that urban heritage carries, either estates types or relevant stakeholders involved in their daily dynamics. Traditional coastal city of Atlantic feature, in Sesimbra, the community experience has dictated its evolution over the centuries, marked in recent decades for the major recognition about their heritage, though, faced with the difficulty of ensuring the preservation of this originality over the growing tourism and the broad release in assimilating what is new and useful. The relationship hangs between urban space and the community or between urban mission and its using, permanent from the residents and occasional by the visitors, marks the guidelines to the Future. This dynamic is now reviewed in the light of the new cultural traditions valuation paradigms, validated in the clarity on the interpretation of the historic urban core and understanding about its management. Aims thus a more humanized character, centered on local identity and in the spread of its tangible and intangible assets, bases for proportional benefit for capacitating as justified contributions to the sustainability of urban historical ambience.
