Crianças e adolescentes em situação de rua

O presente estudo pretende abordar o conceito “crianças e adolescentes em situação de rua”. Analisar as problemáticas que estão associadas a estas crianças, bem como, a legislação nacional e europeia, que abranja a população alvo e as lacunas existentes. Os objetivos deste estudo centram-se, na identificação das causas deste fenómeno social, no trabalho de intervenção com estas crianças, assim como, na análise dessa intervenção à luz da lei portuguesa e as limitações encontradas a este nível. Foi utilizada uma metodologia qualitativa e para tal foram realizadas duas entrevistas semiestruturadas, a duas técnicas e a uma jurista que integram, o Instituto de Apoio à Criança – Projeto Rua em Família para Crescer, de Lisboa. Através das entrevistas semiestruturadas foi possível perceber, os motivos que levam estas crianças para as ruas: a negligência por parte dos pais e os maus-tratos físicos e psicológicos de que são vítimas – duas das problemáticas mais patentes nestas situações. As próprias características ao nível de vestuário, e o não conhecimento de que as crianças estão em situação de risco são entraves à intervenção. No que diz respeito às limitações, estas pautam-se na escassa bibliografia existente, no que diz respeito aos estudos feitos sobre o tema em Portugal.

This study aims to address the concept of “children and adolescents living on the streets”. It analyzes the problems that are associated with these children, as well as the National and European legislation that covers this issue. The objective of this study is focused on the identification of the causes of this social phenomenon, the intervention work with these children, as well as the analysis of this intervention with the use of the Portuguese laws and the limitations that were found throughout. It was used a qualitative methodology, where two semi-structured interviews were made to two techniques and a lawyer, all from the Instituto de Apoio à Criança – Projeto Rua em Família para Crescer, in Lisbon. Through these interviews, the reasons that lead these children to the streets were clear: negligence of the parents and the physical and psychological abuse they suffered - two of the most problematic scenarios in these situations. Their clothing and the fact that people are unaware that these children are at risk are, big obstacles to the intervention. Finally, about the limitations that were found, they’re scarce in terms of bibliography regarding to studies made about this subject in Portugal.
