Gestão estratégica de competências: um processo descontínuo na Previdência social

Resumo

A presente pesquisa reconstitui o processo de gestão estratégica de competências instaurado na Previdência Social a partir de 1998. Partimos da gênese desse empreendimento, associando-o às mudanças desencadeadas pela III Revolução Industrial que fragilizam o Estado de bem-estar social. Neste contexto, foram atingidos os fundamentos que orientavam a forma de produção da sociedade, ocorrendo uma ruptura de âmbito paradigmático que coloca em xeque o modelo determinista de gestão das organizações até então vigente. Para investigar este fenômeno, utilizamos a teoria da complexidade e a teoria da auto-organização, suportes teóricos que possibilitam captar e dar sentido à dinâmica da Previdência Social, cuja descontinuidade vem se agravando nesta virada de século. A problemática construída a partir de tal referencial tem por objeto de pesquisa investigar como a organização vem desempenhando o papel que lhe corresponde, na condição de uma das esferas da sociedade. Nesta perspectiva, reconstituir a implantação do Programa de Melhoria do Atendimento (PMA), a partir dos indicadores que caracterizam a concepção de Gestão Estratégica de Competências-GEC, constitui-se um empreendimento fundamental à análise da organização. Dentre o conjunto de indicadores utilizados destacam-se: planejamento estratégico, difusão e transmissão de saberes, mapeamento, aprimoramento e avaliação de competências. Em relação à clientela, procura-se mensurar o que se oferece por meio das Novas Tecnologias de Informação e Comunicação (NTIC), com um modelo de atendimento que visa focalizar presteza, cordialidade e eficácia. Pretende aproximar-se do cliente, disseminando conhecimentos sobre Previdência Social pelo Programa de Educação Previdenciária (PEP). A metodologia desta investigação envolveu vários procedimentos: a operacionalização da categoria central de análise – gestão estratégica de competências, em dimensõese indicadores; a construção de instrumentos de coleta de dados – formulário de auto-diagnóstico e a entrevista estruturada. O levantamento de dados foi realizado em documentos escritos e fontes virtuais, depoimentos colhidos junto a funcionários que atuam na organização investigada e auto-diagnósticos a eles aplicados. As principais descobertas desta pesquisa apontam a frágil sistematização, acompanhamento e avaliação do Programa implantado a partir de 1998. Fica, assim, evidenciado que os problemas mais graves vivenciados pela Previdência Social, em grande medida, estão relacionados com a ausência de monitoramento e a instabilidade de metas propostas, ambas instigadas pela constante alternância na ocupação dos cargos no âmbito da alta administração. Esse conjunto de descontinuidades tende a dificultar significativamente a implementação satisfatória dos planos propostos a cada nova gestão que assume a direção da referida organização. É possível concluir que a Previdência Social, como organização de caráter público, necessita, urgentemente conquistar a sua sustentabilidade ante os cenários do mundo cada vez mais complexo que se anuncia, no intuito de conquistar novas mediações que lhe assegurem uma maior imunidade para fazer frente ao instável ambiente político-partidário, do qual é quase uma refém.

The present research embodies the process of strategic management of competencies, which has been established in the Social Security since 1998. We start from the creation of this entrepreneurship comparing it to the changes brought about by the III Industrial Revolution that turns fragile the Welfare State. In this context, the foundations guiding society’s way of production were obtained, occurring a breakup at the paradigmatic level that threats the ongoing deterministic model of organization management that exists so far. In order to investigate this phenomenon, we have used the theory of complexity and the theory of self-organization, theoretical supports that enable us to capture the dynamics of Social Security whose discontinuity is worsening in the present century change. The problematic built up from such referential aims, as research object, to investigate how the organization is fulfilling the role that suits it, as one of society’s spheres. Under this perspective, to reconstitute the implementation of the Serving Improvement Programme (SIP) from the guides that characterize the concept of Strategic Management of Competencies-SMC, becomes a crucial undertaking to the organization analysis. Among the guides employed, it’s noteworthy to mention: strategic planning, knowledge diffusion and broadcasting, mapping, improvements and evaluation of competencies. When considering costumers, it aimed at measuring what is being offered through the New Technologies of Information and Communication (NTIC), with a servicing model whose goal is to focus on the rendering, cordiality and efficiency. It intends to get closer to the clients, spreading knowledge concerning Social Security by the Social Security Education Programme (SSEP).The methodology of such investigation involved many procedures: the operationalisation of the central category of analysis – strategic management of competencies, in dimensions and guides; the building of data collection tools – self-diagnostic form and structured interview. Data survey has been accomplished on written documents and virtual sources, testimonials from employees of the probed organization and self-diagnostics applied to them. The main findings of this re search point out the fragile systematization, follow-up and evaluation of the Programme implanted since 1998. It becomes clear that the most serious problems experienced by Social Security are related, to a large extent, to the lack of monitoring and the instability of the proposed aims, both aggravated by the constant alternation in chairs of the high administration. This set of discontinuity tends to significantly difficult the satisfactory enactment of proposed plans of every new management that takes the direction of the referred organization. It is possible to conclude that Social Security urgently needs, as an organization of public interest, to conquer its sustainability considering every day’s more complex scenarios of the world, aiming at reaching new mediations that may secure it a higher immunity to confront the unstable politics-and-parties environment, of which it is virtually held hostage of.
