A polícia na sociedade contemporânea: influência dos discursos de repressão na atividade do policial militar do Rio Grande do Sul

Partindo da concepção de Weber sobre o uso da violência legítima pela polícia, busca-se com a presente pesquisa estudar traços do comportamento do policial militar e sua relação com a sociedade contemporânea, identificando-se alguns fatores que podem atuar em uma conduta excessivamente violenta do policial. Foi possível constatar uma dicotomia existente entre a Polícia e a Sociedade, sobretudo a polícia militar, uma vez que existe um descompasso entre o tempo social e a instituição. A sociedade atual é dinâmica, acelerada e fragmentada, enquanto que a Instituição militar é estática, desatualizada, fechada em si mesma e extremamente militarizada. Acrescenta-se a essa questão o medo e a insegurança, características da sociedade do risco, onde os discursos de repressão ganham força como verdades absolutas, fomentados pelos meios de comunicação de massa, influenciando o pensamento de todos, inclusive dos policiais, uma vez que eles também fazem parte dessa sociedade e carregam com eles traços desses movimentos quando ingressam na carreira militar. Diante desse contexto, constata-se que o comportamento do policial violento é influenciado pela pressão que sofre da sociedade e pela atuação dos discursos de repressão sobre o seu pensamento.

Parting from the conception of WEBER on the legitimate violence's use for the police, the present research has as objective studying traces of the military policemen's behavior and its relation with the contemporary society, indentifying some factors that can act in excessively violent procedures of those. It was possible to verify an existing dichotomy between the Police and the Society, especially concerning the military police, since there is a huge difference involving the time of this last and social time. The current society is dynamic, speeded up and fragmentary, while the referred Institution is static, outdated, closed and extremely militarized. Add to that problem the fear and the unreliability, charactheristics of the Risk Society, where the repression speeches gain force as absolute truths, fomented for the medias of mass, that persuade the general conscience, including policemen, in view of the fact they also are part of this society and bring with them traces of these movements when enter the military career. In this context, it was evidenced that the violent policemen's behavior is influenced by the pressure they suffer from the society and the repression speeches that operate in their thought.
